The Aboriginal Skills and Employment Training Strategy (ASETS), previously called the Aboriginal Human Resource Development Strategy (AHRDS), is a federal program that provides funding to all 13 First Nation Communities for employment and training initiatives.  The Mi’kmaq Employment/Training Secretariat (METS) is considered the agreement holder and Pictou Landing First Nation is the sub agreement holder.


As a sub agreement holder, Pictou Landing First Nation must adhere to all terms & conditions, program & policy guidelines, monitoring of financial reporting, and inspection of program administration. A monthly financial and narrative report is submitted to METS as well as monthly uploads of the Contact IV System, used to track clients.



The Aboriginal Skills and Employment Training Strategy (ASETS) supports one of the key pillars of the Framework – a skilled Aboriginal workforce – by improving labour market outcomes for First Nations, Metis, and Inuit via demand-driven skills development, strategic partnerships, and increased accountability.


Under the ASETS Program, the Federal Government is making contributions to METS to support the development and implementation of human resources development programs that are tailored to meet the needs of self-identified aboriginal people in Nova Scotia.


METS has been developed to provide human resources development programs and services to assist self-identified aboriginal people in Nova Scotia to prepare for, obtain and maintain employment.


The funds allocated to the Sub Agreement holder by METS provides for the payment of all or a portion of any eligible costs of employment programs and services.


The budget is broken down to the following:

Consolidated Revenue Fund (CRF)

Employment Insurance (EI)

Daycare (Managed by the Education Department)

NEO (Native Employment Officer)


We use these funds to assist Pictou Landing Band Members with such things as: tuitions (trades only), stipends, childcare, transportation, work experience programs, targeted wage subsidies, job creation partnerships, & employment services.


Client Guidelines

  1. Clients must be unemployed; about to become unemployed or underemployed self-identified aboriginal people residing in Nova Scotia.
  2. Clients must act in a courteous and civil manner.
  3. Clients who are verbally or physically abusive or are under the influence of alcohol or drugs will not be seen or assisted by the Native Employment Officer (NEO).
  4. Clients must develop their own Employment Career Plan. Under the guidance and direction of the NEO, they can gather information on specific training courses, location of training institutions, the need for specific occupations in the labour market, local wage rates, etc.
  5. Clients can be provided with up to 36 months of program training financial support to attain their career goal. I.e.:
  • 8 months for 1st year Nova Scotia School for Adult Learning (NSSAL)
  • 8 months for 2nd year NSSAL
  • 8 months for 1st year Skills Training
  • 8 months for 2nd year Skills Training

*An extension may be granted in exceptional circumstance.

  1. Clients must provide a copy of the transcripts of their marks at the end of each semester to NEO. Failure to comply may result in interruption or termination of any financial support.
  2. Students who have developed an employment career goal can be assisted with Student Summer Program or the Youth Program during the academic school/community college summer vacation break per individual band policy.
  3. Once a client attains their career goal, no further financial program support will be authorized for a period of 5 years to attain another career goal. The exception will be if there are mitigating circumstances. (I.e. Client becomes disabled or because health reasons is unable to work in their chosen occupation.)
  4. Clients may be required to participate in various workshops to address employment barriers before accessing other METS program supports.
